Abstrak

This research aims to analyze and compare the administrative dispute resolution systems in Indonesia and Malaysia, highlighting the differences in legal systems, institutional structures, and dispute resolution mechanisms in each country. Indonesia adopts a civil law system, relying on the Administrative Court (PTUN) as a specialized institution for resolving administrative disputes. Meanwhile, Malaysia follows a common law system, utilizing the judicial review mechanism through the High Court, without a dedicated administrative court. The findings of the study show that Indonesia has a more formal and structured system, while Malaysia is more flexible but lacks procedural certainty. In terms of digitalization, Indonesia is still in the process of strengthening its legal and technological infrastructure, while Malaysia has already implemented e-government. This study offers recommendations for both countries to adopt best practices in administrative dispute resolution.
